Quick Launch (QLTC) TurboCAD 2019 programs

As some have requested I update the Quick Launch programs from 2018 to 2019 I have just built them and added a bit more functionality.

There is now 32bit and 64bit versions
They check if TurboCAD is installed plus whether it is running and gives you the option to close that if its possible (avoiding you having more than one instance running)
The 32bit version looks at the path string to see if it contains "\Program64\" as with Windows 10 something has changed so it does not try to look at the 64bit version.

Like the last one/s I have not made them part of an installer so just unzip and copy to your desktop Files dropboxed here - http://www.dropbox.com/s/ce0hbfxqzyphsvk/TurboCAD%202019%20Quick%20Launch%2032-bit%20%26%2064-bit%20programs.zip?dl=0

I will work on a global version I think to cover all TurboCAD versions as they all seem to have the same *.exe name

Now this replaces all the 64-bit versions as it starts all editions of TurboCAD 2019.
