Drag and drop custom panels Empty Drag and drop custom panels

FYI in case, like me, you didn't know.
It seems that as of b33 we can now switch off 'TemporaryPlanUpdateSpeedFix' and drag n'drop our custom panels without any significant speed loss.
Which solves a problem with Favourites that might include custom panels and also allows us to nudge the shapes around the shop without redrawing.

I've had the speedfix turned off for the last 3 builds and it's been fine.

Seem to be experiencing less and less problems with the plinth and cornice too, although custom still throws a wobbler every so often!
