Sky Light in the ArtiCAD world only ever shines down and never goes above the window line.... they don't like the Spherical option in the RedSDK settings as they tried it and said it looks wrong...
I use it all the time as in reality light bounces off the ground outside. look at any ceiling above a window and you get a glow. The Hemispherical option, which is being used in ArtiCAD, is only for exterior renders where you obviously don't need a ground light bounce. The Spherical option is so you don't need to have geometry outside to create the effect as this would look wrong with Portals on windows turning off sky light lighting the exterior and only being lit by the Sun.

Ah! So not something that can be enabled in ArtiCAD

I looked everywhere to enable it but it's not a user setting.
All I can suggest is increase the brightness of your lit appearance opening views to get the effect and lower the sky scale/brightness.
